Plantation Management Plan

You must have an endorsed Plantation Management Plan (PMP), including that the plantation is in a location that is economically viable for wood production (with potential access to existing markets), and the commercial plantation tree species are site-suitable.

Please note: the PMP must be endorsed by a suitably qualified forestry professional.

Plantation ownership structure

 

  • Ownership of land and tree crop, and existing rights related to carbon or tree crops, or to other non-plantation assets pursuant to the loan

Activities to be funded by the Plantation Loan

 

For example:

  • the purchase of land for developing a plantation
  • site preparation – including clearing and removal of vegetation on land (but not including broad land clearing)
  • fencing

  • purchase / planting of seedlings
  • payment of labour / contract planting fees
  • other working capital i.e. fuel/diesel, fertiliser/weedicide treatments.

  • Plantation is located in an economically viable area suitable for wood production and proximity provides ready access to existing markets (i.e. within 150km of key processing facilities)

  • Weed and pest control (insects, diseases, weeds and invasive species); monitoring, control, prevention to be employed
  • Bushfire hazard management and suppression (site-specific fire management, fire control and fire response plans)
  • Timing and intensity of thinning and pruning operations
  • Timing of wood harvesting (tree felling, harvest, log extraction and log haulage) 
  • Intended requirements post final harvest (i.e. replanting to meet crop obligations or further timber production, or reversion to non-wood products)
  • Cost and timing of activities
  • Which roles are completed by management or external parties

Environmental considerations / government incentives/ legal requirements

 

  • Participation in the Emissions Reduction Fund administered by the Clean Energy Regulator
  • Relevant local and/or state licences/ permits in place, for example: those specific to plantation establishment and operations; environmental laws, water licences
  • Plantation to be managed in accordance with relevant state codes and planning frameworks pursuant to plantation land use and for plantation harvesting
  • Confirmation of workplace safety arrangements

Plantation insurance

 

  • Insurance for natural disaster is a mandatory requirement – outline insurance coverage

 

  • Provide a copy of current insurance policy

 

Planning, marketing and sales of tree crop products

 

  • Likely yields, the current and future markets for the timber and wood fibre products 
  • Expected log prices (stumpage to the tree crop owner) including anticipated harvest and haul production costs
  • Expected revenue of non-timber products (i.e. carbon)
  • Revenue and timing including details of contractual
  • Wood Supply Agreements or ‘off take’ agreements entered into, if available
  • Timing of full age of plantation including rotation lengths

 

  • Provide evidence to support price expectations for log or non-timber (i.e carbon) products
  • Provide evidence to support transaction or marketing costs related to sale of the products

 

Signatures and endorsement

 

  • The complete PMP is required to be approved / endorsed by a suitably qualified forestry professional (a person who by training and experience can make forest management recommendations. Examples include foresters or technically trained specialists in such fields)

 

  • Provide contact and professional details of endorser
